Now, we need to tell EclipseSW to use this location for our features/plugins. We can do this via Help → Software Updates → Manage Configuration

Now, go to 'Add an Extension Location':

Select your 'C:\projects\extensions\eclipse' directory:

You should see a result similar to the following in the Product Configuration window:

You can now put features/plugins within the 'C:\projects\extensions\eclipse\features' and 'C:\projects\extensions\eclipse\plugins' directories, restart Eclipse, and then use those plugins. Also, if you install a new Eclipse to a new location, you can point it to the externalized location like we did above, and you will be able to utilize those plugins (if they're compatible with your new version of Eclipse).
